RESPONSIBILITIES

Main Responsibilities

  •   Manage the Department’s housing immovable assets.
  •   Develop and review policies and oversee their implementation.
  •  Ensure proper management of government immovable assets.
  •  Manage payments of rates and taxes for departmental properties.
  •  Verify immovable assets and ensure accurate reporting in annual financial statements.
  •  Manage and maintain the Housing Debtor system and asset register through the extended discount benefit scheme policy. 
  •  Implement and monitor the system and asset register. 
  •  Develop and manage a maintenance register. 
  •  Facilitate audits to ensure compliance. 
  •  Maintain a comprehensive database on state-owned assets. 
  •  Oversee transfers of pre-1994 housing stock. 
  •  Manage property sales and transfers of rental stock. 
  •  Oversee maintenance of housing assets and state-owned properties. 
  •  Implement inspection measures to determine the status of properties. 
  •  Manage maintenance of properties in collaboration with Body Corporates. 
  •  Liaise with municipalities to confirm pre-1994 housing stock and beneficiaries. 
  •  Facilitate appointment and monitoring of conveyancers. 
  •  Manage allocated resources, staff performance, and employee conditions of service. 
  •  Provide coaching, mentorship, training, and development of subordinates for effective service delivery. 
  •  Maintain effective communication and sound employment relations. 
  •  Oversee proper management and safekeeping of assets.
REQUIREMENTS

Main Responsibilities

  •   National Senior Certificate.
  •   National Diploma (NQF level 6) or Bachelor’s Degree (NQF level 7) in:
    BAdmin 
    Public Administration 
    Real Estate 
    Public Management 
    Or equivalent qualification as recognised by SAQA.
  •  5 years’ relevant experience in the field.
  •  3 years’ experience as an Assistant Director in the field.
  •  Knowledge of monitoring and evaluation, government policies and prescripts, government programme of action, public service regulatory framework, information management, and performance management. 
  •  Human Settlements experience will be an added advantage. 
  •  Valid driver’s licence.
