RESPONSIBILITIES

Main Responsibilites

  •   Manage new housing and sustainable human settlement policies, strategies, guidelines, housing norms and standards.
  •   Facilitate proper understanding of applicable laws, strategic direction, and government communiques.
  •   Ensure long-term, medium-term objectives, impact, and sustainability are accounted for.
  •   Define objectives, frameworks, benchmarks, and milestones.
  •  Ensure cost effectiveness and resource availability. 
  •  Facilitate consultation with stakeholders. 
  •  Manage review of housing and human settlements policies, strategies, guidelines, and housing norms and standards. 
  •  Ensure alignment with laws, national, and provincial government objectives. 
  •  Benchmark policies against stakeholder and client requirements. 
  •  Build control and review mechanisms. 
  •  Apply early identification measures for potential problems and shortcomings. 
  •  Assess feasibility and effectiveness based on research and best practices. 
  •  Recommend best practices for policy implementation. 
  •  Advise local authorities on policy interpretation. 
  •  Facilitate introduction and understanding of new/revised policies. 
  •  Establish consultative mechanisms for uncertainties and disputes. 
  •  Support local authorities with policy development processes and structures. 
  •  Maintain awareness and understanding of roles in policy, strategies, and guidelines. 
  •  Ensure departmental readiness to provide policy support. 
  •  Clarify roles and responsibilities for mutual understanding. 
  •  Manage resources of the sub-directorate. 
  •  Develop employee job descriptions and manage staff performance. 
  •  Promote sound employment relations and manage conditions of service. 
  •  Facilitate coaching, mentorship, training, and development of employees. 
  •  Oversee financial management and manage unit assets. 
  •  Develop and implement unit’s standard operating procedures. 
  •  Respond to Internal Audit and Auditor-General RFIs, outcomes, and findings. 
  •  Manage communication processes effectively. 
REQUIREMENTS

Minimum Qualifications

  • National Senior Certificate.
  •   National Diploma (NQF level 6) or Bachelor’s Degree (NQF level 7) in:
           Public Management 
          Business Management 
          Public Administration 
          BAdmin 
          Social Science 
          Developmental Studies 
          Human Settlements 
          Or equivalent qualification as recognised by SAQA.
  •  5 years’ experience in the field.
  •  3 years’ experience as an Assistant Director in the field.
  •  Knowledge of monitoring and evaluation, government policies and prescripts,              government programme of action, public service regulatory framework, information management, and performance management.
  •  Human Settlements experience will be an added advantage.
  •  Valid driver’s licence.
