RESPONSIBILITIES

Main Responsibilities

  •   Manage the development and review of provincial and municipal multi-year Human Settlements Development Plans.
  •   Design content and process plans for development and review of provincial and municipal plans.
  •  Interact with key stakeholders for authentication of provincial and municipal development plans.
  •  Provide support to municipalities to strengthen Human Settlements planning capacity.
  •  Design provincial initiatives and programmes to strengthen municipal planning capacity. 
  •  Mobilise external assistance to roll out plans and mentor municipalities for effective project implementation. 
  •  Evaluate the impact of Human Settlements capacity development initiatives. 
  •  Develop systems and procedures for alignment of provincial and local government Human Settlements planning. 
  •  Develop matrixes to align provincial Human Settlements plans with PGDP, NSDF, MIG, and SDFs. 
  •  Identify opportunities for more linkages in development planning. 
  •  Interact with National and Provincial structures to advocate for integrated development planning. 
  •  Develop early warning mechanisms to monitor implementation of Human Settlements multi-year plans. 
  •  Create templates and systems for monitoring implementation of provincial and municipal plans. 
  •  Evaluate the impact of Human Settlements plans and recommend process improvements. 
  •  Participate in national and provincial infrastructure structures to forge partnerships. 
  •  Ensure Human Settlements planning synchronises with infrastructure, environment, and economic activities. 
  •  Evaluate delivery processes and arrangements for improvement. 
  •  Manage allocated resources of the sub-directorate. 
  •  Ensure sound employment relations and quality control of subordinates’ work. 
  •  Provide advice, mentorship, guidance, and training to subordinates to ensure efficient delivery. 
  •  Establish effective communication arrangements in the unit. 
  •  Develop and manage the work plan of the unit, reporting on progress as required.
REQUIREMENTS

Minimum Qualifications

  •   National Senior Certificate.
  •   National Diploma (NQF level 6) or Bachelor’s Degree (NQF level 7) in:
            Public Administration
            Public Management
            Human Settlements 
           Social Sciences 
           Project or Construction Management 
           Or an equivalent qualification as recognised by SAQA.
  •  5 years’ relevant experience in the field.
  •  3 years’ experience as an Assistant Director in the field.
  •  Knowledge of monitoring and evaluation, government policies and prescripts, government programme of action, public service regulatory framework, information management, and performance management.
  •  Human Settlements experience will be an added advantage. 
  •  Valid driver’s licence.
