RESPONSIBILITIES

Main Responsibilities

  •   Manage the upgrading of informal settlements, including assessment, categorisation, planning, and implementation with identified municipalities.
  •   Oversee feasibility studies for prioritised informal settlements through appointed service providers.
  •  Ensure implementation of upgrading plans.
  •  Manage engagements of service providers with stakeholders and communities.
  •  Oversee implementation of upgrading projects by municipalities. 
  •  Package prioritised projects for implementation. 
  •  Manage funding approvals for informal settlement upgrading projects. 
  •  Oversee procurement processes related to upgrading projects. 
  •  Establish partnerships with sector departments to support informal settlement upgrading. 
  •  Manage financial resources and facilitate project payments. 
  •  Oversee implementation of socio-economic amenities developments. 
  •  Conduct feasibility studies and needs assessments for socio-economic facilities. 
  •  Prepare project funding applications for socio-economic amenities. 
  •  Collaborate with sector departments and stakeholders for project success. 
  •  Manage procurement and contracting processes. 
  •  Collaborate with district offices to ensure proper project implementation. 
  •  Oversee project claim payments and close-out processes, including handovers. 
  •  Ensure full utilisation of resources to achieve policy objectives. 
  •  Collate information for Risk Management and Audit processes. 
  •  Assist in mitigating risks across programme operations. 
  •  Support responses to Auditor-General findings and implement Audit Improvement Plans. 
  •  Participate in risk management forums and implement mitigation measures. 
  •  Manage daily operations of the programme, including resource allocation. 
  •  Develop job descriptions, work plans, and personal development plans (PDPs) for employees. 
  •  Monitor staff performance and conduct timely assessments. 
  •  Maintain high-quality outputs in line with set standards. 
  •  Resolve motivation and control issues with minimal guidance. 
  •  Delegate functions, provide guidance, and support staff development. 
  •  Ensure management and safekeeping of government assets. 
  •  Support strategic leadership and intergovernmental relations (IGR) matters.
REQUIREMENTS

Minimum Qualifications

  •   National Senior Certificate.
  •   National Diploma (NQF level 6) or Bachelor’s Degree (NQF level 7) in:
          Public Administration 
          Development Studies 
          Public Management 
          Social Science 
          Or equivalent qualification as recognised by SAQA.
  •  5 years’ experience in the field.
  •  3 years’ experience as an Assistant Director in the field.
  •  Knowledge of monitoring and evaluation, government policies and prescripts, government programme of action, public service regulatory framework, information management, and performance management. 
  •  Human Settlements experience will be an added advantage. 
  •  Valid driver’s licence.
