RESPONSIBILITIES

Main Responsibilities

  •   Monitor implementation of the Municipal Accreditation Framework.
  •   Manage the determination of municipal status and identification of municipal priorities.
  •   Oversee municipal accreditation application processes.
  •   Manage drafting and implementation of intervention plans.
  •  Monitor performance of accredited municipalities.
  •  Monitor agreements and Memoranda of Understanding (MOUs) with municipalities. 
  •  Facilitate consultations with municipalities regarding agreements and MOUs. 
  •  Oversee drafting and monitoring of agreements and MOUs. 
  •  Manage municipal capacity building and support. 
  •  Package services to municipalities and provide sector capacity building. 
  •  Oversee implementation of municipal support initiatives. 
  •  Manage allocated directorate resources, staff job descriptions, and performance. 
  •  Ensure sound employment relations and management of employee conditions of service. 
  •  Facilitate coaching, mentorship, training and development of staff for improved service delivery. 
  •  Establish, implement, and maintain effective communication and leadership oversight. 
  •  Manage, maintain, and safeguard departmental assets. 
  •  Monitor and ensure effective audit processes. 
  •  Oversee planning and reporting of Chief Directorate programmes. 
  •  Ensure compliance with POPAI regarding asset management.
REQUIREMENTS

Minimum Qualifications & Skills

  •   National Senior Certificate.
  •   Undergraduate qualification (NQF level 7) in:
           BAdmin/Public Administration 
          Social Science 
          Development Studies 
          Human Settlements 
          Or equivalent qualification as recognised by SAQA.
  •   5 years’ experience at middle/senior management level.
  •   SMS Pre-entry Certificate (to be submitted by shortlisted candidates, online at www.thensg.gov.za).
  •  Substantial management experience with sound knowledge of government systems, legislation and regulations.
  •  Highly diligent, confident, and able to take initiative. 
  •  Good communication, project management, presentation, report writing, planning, organising, problem solving and analysis skills.
  •  Ability to work in a team and under pressure with strict deadlines.
  •  Effective and efficient budget and expenditure management skills. 
  •  Computer literacy. 
  •  Valid driver’s licence.
