Responsibilities
- Monitor the development, review and evaluation of Human Settlements plans in line with sector plans.
- Manage Provincial Human Settlements Development Plans

Oversee development of policies, strategies, and plans for executive and political consideration.
- Liaise with municipal stakeholders and manage communication structures.
- Establish and manage forums on policy, strategy, norms and standards.
- Update stakeholders on housing policy developments.
- Interact with National and Provincial departments.
- Monitor and review technical planning for Human Settlements, including spatial planning.
- Provide project planning services and support feasibility studies.
- Assess project readiness and oversee geo-tech, EIA and related technical services.
- Manage spatial reference data for housing delivery.
- Oversee development and review of the Multi-Year Human Settlements Development Plan (MYHSDP).
- Identify gaps and manage the review of MYHSDP with input from stakeholders.
- Align MYHSDP with Provincial and municipal priorities.
- Facilitate sign-off, endorsement and submission of MYHSDP to National DHS.
- Manage Provincial Conditional Grant Business Plans, feasibility studies, project readiness, and District Business Plans.
- Consolidate, finalise and secure approval of Business Plans.
- Manage Human Settlements planning database and digital mapping of projects.
- Oversee GIS support, development of GIS applications, and management of departmental spatial database.
- Ensure quality geospatial documentation and maintain updated maps and aerial photography.
- Renew and maintain GIS Desktop and Server licences.
- Promote research on new technologies to address spatial challenges.
- Manage directorate resources, job descriptions, staff performance, and PDPs.
- Maintain sound employment relations, staff development, and training.
- Ensure effective communication systems and asset management.
- Oversee financial management, planning, reporting and risk management.
- Implement Directorate Standard Operating Procedures.

Address Internal Audit and Auditor-General requests, audit outcomes and findings.
Requirements
- National Senior Certificate.

Undergraduate qualification (NQF level 7) in:
BAdmin/Public Administration
Social Science
Development Studies
Human Settlements
Or equivalent qualification as recognised by SAQA. - 5 years’ experience at middle/senior management level.
- SMS Pre-entry Certificate (to be submitted by shortlisted candidates, online at www.thensg.gov.za).
- Substantial management experience with sound knowledge of government systems, legislation and regulations.
- Highly diligent, confident, and able to take initiative.
- Good communication, project management, presentation, report writing, planning, organising, problem solving and analysis skills.
- Ability to work in a team and under pressure with strict deadlines.
- Effective and efficient budget and expenditure management skills.
- Computer literacy.
